Please explain the issue you experienced in the most condensed way possible
I believe this is probably WAD, but with unintended outcomes.
As Sokoto, every diplomatic play I started got joined by Britain with the wargoal "Open Market". This type of wargoal doesn't penalize the issuer for non-occupation, which means I would spend many years waiting out a "0.4 enthusiasm per week" timer for Britain to lose enthusiasm.
Size of British Gold Reserves +50 meant that enthusiasm had to fall well below 0 for Britain to take white peace.
The effect is that both the player and Britain are locked out of other diplo plays for many years waiting for this one to time out.
Please explain how to reproduce the issue
Play as Sokoto. Attack your neighbors for conquest and vassalage.
If Great Britain ever becomes involved, it is very likely for them to involve themselves in every war thereafter.
Notice that Britain creates their own separate war goal "Open Market" when assisting defense.
Defeat your African neighbor.
Note that Britain still has separate war goal "Open Market" preventing the war from ending.
If British enthusiasm is 60 when the African participant quits, they will lose tiny amounts per week thereafter. At -0.4 per week it takes around 3.5 more years than it should for the war to end.
Is there anything else you think could help us identify/replicate the issue?
I was running the Improved Building Grid mod, which should not affect this behavior.
This mechanic is probably working as designed, but the outcome is surely not intended. For the duration of a war, Britain and Sokoto can't initiate new diplomatic plays. And it is highly likely that Britain will apply this wargoal to every single diplo play Sokoto initiates for the rest of the game. As a diplo suppressing effect, it is at least as bad for AI Britain as it is for the player.
Half of the problem is Britain not getting "wargoals unoccupied" penalties when they are the only one left with wargoals. The other half of the problem is "+50 Size of Reserves" modifier making Britain resist low enthusiasm and high weariness.
Thematically, "Open Market" goals should not continue past the conclusion of all other goals, unless they are the primary wargoal.
