Seems like it got a bad review solely because of the learning curve and the reviewer could not manage to get himself into it.
Which is perhaps an irrelevant point for many of us.
It's funny how he mentions the learning curve, it took me about half an hour to figure out the mechanics and controls in the demo, i got really into it. And i've never played a victoria game, or a stratagy game like this before.
I agree with the PDF manual. Didn't actually read it, since the tutorial is a lot better in my opinion. Any new player should start with the basic tutorials.Now I try avoiding any such guide upon a purchase of a new game however Victoria II was actually recommending it.. I sat confused and opened up the PDF version of it to see a 91 page monster. I prayed for big text and lots of pictures however was greeted by a tiny font and a ton of information.
The tutorial at least showed some things step-by-step like armies and budget. Of course there could have been more of that kind of tutorials.A game this size could have used a tutorial where you followed it step by step through how to get a province up and running or how any decisions you make can change opinions, but you got nothing but screen after screen of information.
I think it just takes some time to concentrate on the game. Try things and see if they work... Do something else, maybe that works. At least that's how I learned HoI2 and EU3. In V1 I had to read the printed manual but that game is way more complex than V2 (removal of the POP micromanagement).Nothing would help and I could have used some decent guidance. Guidance that the game doesn’t give you unless you plow through their guide.

And I'm pretty sure that sites and magazines with reviewers who are more familiar with Paradox and this type of strategy games overall are going to give Vicky II better scores. And these reviews are going get more attention from potential customer base as well.So this game should be (and apparently already is) a hit with the real customer target : already Paradox games players. So bad reviews because of the difficulty should not be a real problem for Vicky II
