There is alot of talk about how the game mechanics will model the political behavior and decision making. There was a famous article written in early 2000 that surprisingly parallels the paradox model. I'm posting a link here in case anyone is interested.

We actually based our mechanics on what would work best in the game. Remember in Victoria, all those angry free marketers who wanted pensions and kept electing a liberal goverment who refused to give them one? Well in Victoria 2 this will no longer happen.

Actually, as a matter of interest, have the Devs ever had disagreements on game features because of differing views on how certain political stuff should be implemented? I know ye have to be professional and all, but I think with this game it would be a little bit hard not to skew towards your own idelogical outlook...
