I believe that it would be very interesting to see an influence mechanic similar to Victoria 2, whereby a large and powerful nation may influence smaller nations and their ability to do so scales with a variety of factors such as stability, base tax, total province development, etc. As a large nation's influence on a smaller nation increases they may eventually add them to their sphere, and if their influence continues to grow the larger nation may ask a smaller nation to become a vassal/client state. If Challenger2008's suggestion for administrative divisions is taken into account then even further influence gains will allow the larger nation to annex the smaller nation as an administrative division. This mechanic may best for the late 18th century, as it would make sense during the Napoleonic era.

Maybe paradox could bring some awesome feature they already design.
But i think this one is tricky to adapt in eu4. Sphere influence prevent other major to expand. Eu4 is an expansion race you can't restrict country to make any move because of influence sphere. Futhermore i think you could find in the hre a little piece of what you want to :)
