Is VIC II in its current state a better game then the older VIC with revolutions under the VIP mod besides the better graphics?

That depends on what you want to do. Vicky I with Revolutions and VIP is about total population control and historically plausible foreign policy (that still falls off the rails here and there, but is still pretty good with alternate scenarios most of the time). With Vicky II you can only indirectly influence your population and you also face more realistic constraints in domestic policy. You can still do massively unrealistic things judging from the AARs and strange screenshots, but it's harder to take a minor uncivilized nation to great power status. You should be prepared for some oddities, though. The AI loves to take big chunks out of other countries and some things always happen (Italy never forms, US never reaches the Pacific, Austria-Hungary/Ottomans seldom disintegrate, Colonies are a bit random etc.). Vicky II also has significant lag post-1900.

I suggest you try out the demo for Vicky II and see how that works for you (it refused to start in my case). Look at the world at the end of the demo timeframe and decide whether you can live with that. From what I can see it's a bit like the difference between EU2 + AGCEEP and EU3. Less historicity and more sandbox. Needless to say it is more obvious due to the shorter timeframe.

Vicky I with Revolutions and VIP is about total population control ... With Vicky II you can only indirectly influence your population...

This is huge. Really probably the best feature. Though you miss manipulating PoPs initially, the tradeoff is easily worth it. No longer are you god. Your PoPs will make their own decisions and it's what you do as a ruler and the circumstances of your nation that will affect their choices. Make promises for healthcare and then don't follow up with the cash, be ready for some rebellion. Don't pay your teachers any money, and they will start to move to farmer/laborer jobs and your literacy will suffer. It's really quite interesting. The choices you make tend to have rather significant consequences for how your PoPs behave, both short term and long term.

...but it's harder to take a minor uncivilized nation to great power status.
Yes, though it can be done, it will probably require single-minded determination and timely decisions. But don't expect to catch the UK starting as Crete. Also, like I said you'll probably have to make more sacrifices: Being a backwards nation will mean that you have only a tiny group of intellectuals working on research. So you will likely have to decide early on whether you want to focus your research efforts on military sciences or whether you feel that the way to glory is through industrial achievements.

...Italy never forms, US never reaches the Pacific, Austria-Hungary/Ottomans seldom disintegrate, Colonies are a bit random etc.)...

Italy (rarely) forms. US (seldom) reaches the Pacific. Austria-Hungary/Ottomans seldom disintegrate, true. Colonies are semi-random.

Vicky II also has significant lag post-1900.
Rather true. However the devs have said late game performance is a major focus of the upcoming 1.3 patch. So it should be better after the patch, hopefully.

I suggest you try out the demo for Vicky II ... Look at the world at the end of the demo timeframe and decide whether you can live with that. ...Less historicity and more sandbox...

The history vs sandbox does bother some people more than others. And it affects everyone in different degrees. For example, some will see nothing wrong with the game even if the CSA never breaks free. However, others will be completely turned off if the CSA breaks free 1 year too late, or with 1 fewer supporting state than what actually happened in history. So in this case, the truth is that you really have to be your own judge. So the idea to try the demo is excellent.

Also, do remember this on the modding front:
- There are already alot of excellent mods in development and out for Vic 2 that improve historicity, general gameplay, and game economy. (VRRP,PDM,AoC,PaxBrit,Empire to name a few)
- VIP is in development for Vic 2. Although the initial release (for Q1 2011 I believe) will focus on improving very basic gameplay elements, the later releases are sure to rise to the level of greatness that was VIP:R.

Anyways, that's my two cents. I've enjoyed Vic2 thoroughly so I hope this helps in making your decision.

Enjoy.

Well those are two big points: population contol I find personally slightly tedious (and usually not very RL) and it does irritate sometimes that some events still fire when the historical circumstances are clearly not aligned.

However, an AI game which would constantly (not sometimes, which would be great) miss historical outcomes also sounds less encouraging. Maybe best to wait for Vicky 2 VIP....
