This is huge. Really probably the best feature. Though you miss manipulating PoPs initially, the tradeoff is easily worth it. No longer are you god. Your PoPs will make their own decisions and it's what you do as a ruler and the circumstances of your nation that will affect their choices. Make promises for healthcare and then don't follow up with the cash, be ready for some rebellion. Don't pay your teachers any money, and they will start to move to farmer/laborer jobs and your literacy will suffer. It's really quite interesting. The choices you make tend to have rather significant consequences for how your PoPs behave, both short term and long term.

Yes, though it can be done, it will probably require single-minded determination and timely decisions. But don't expect to catch the UK starting as Crete. Also, like I said you'll probably have to make more sacrifices: Being a backwards nation will mean that you have only a tiny group of intellectuals working on research. So you will likely have to decide early on whether you want to focus your research efforts on military sciences or whether you feel that the way to glory is through industrial achievements.

Vicky II also has significant lag post-1900.
Rather true. However the devs have said late game performance is a major focus of the upcoming 1.3 patch. So it should be better after the patch, hopefully.
I suggest you try out the demo for Vicky II ... Look at the world at the end of the demo timeframe and decide whether you can live with that. ...Less historicity and more sandbox...
The history vs sandbox does bother some people more than others. And it affects everyone in different degrees. For example, some will see nothing wrong with the game even if the CSA never breaks free. However, others will be completely turned off if the CSA breaks free 1 year too late, or with 1 fewer supporting state than what actually happened in history. So in this case, the truth is that you really have to be your own judge. So the idea to try the demo is excellent.
Also, do remember this on the modding front:
- There are already alot of excellent mods in development and out for Vic 2 that improve historicity, general gameplay, and game economy. (VRRP,PDM,AoC,PaxBrit,Empire to name a few)
- VIP is in development for Vic 2. Although the initial release (for Q1 2011 I believe) will focus on improving very basic gameplay elements, the later releases are sure to rise to the level of greatness that was VIP:R.
