By who? I have been making Gui's for over ten years and in my humble opinion they blow for all the reason i mentioned and more. I could write an enormous breakdown of just why they do suck. Not disparaging, but a constructive criticism. They could have been great and i know that there was a lot of thought that went into them, but its the implementation that killed them.
Tiny buttons right next to each other is asking for trouble! Vicky's guis are better then previous Paradox offering, your are right there, which is fine for past games that are not as complex, or as micro intensive as Vicky is. But Vicky is a different beast then those games and requires a Gui system like HOI2. Where you can easily access massive amounts of information.
Miss the little + - sign on the factorey pop gui, in Vicky and it shoots you elsewhere( in the facotry). The margin of error is literally a few millimeters. The buttons are microscopic.
Trying to lower your mob pool after you have been dowed and accidently click mobilize(again because the buttons are literally seperated by a hair.)
Wow, now you have mobilized an army that you have no way of supporting and will drive you to financial ruins because you pressed the wrong button!
Get a political event pop up that requires an informed decision? Well forget it because you cant click on anything when the pop up comes because it pauses the game. Hope you wrote down the ideologies that you need to pick to steer your nation, or have a good memory. I do not know about you but i do not like having to have a pad of paper next to me when i am playing Vicky(Though when i play at work it does make me seem really busy to the rest of my coworkers) A player should use the GUIS, not a pad of paper.
A longer list is not neccessary and would seem like over kill. My point is not to rag on Vicky.
I do recognize the obvious thought that went into the Guis for Vicky(as well as CK) and i think the work done in the GUIS for Vicky is the main reason for such great GUIS for HOI2, natural progression. The difference between the two is night and day tho. Again Vicky is my fav Paradox game, i speak out of love for this fargin game, not just to disparage it.
