Not sure about your graphics card, but mine is apparently a lost cause, which is annoying as HOI3 and EU3 run fine and the engine shouldn't be that different.
As for a Victoria I tutorial, you might want to try out Lord_Richmond's tutorial (
here). It really cuts things down into manageable blocks. After that try your hand at playing a country like Belgium or the Netherlands and go for an economic/colonial/uncivilized conquest game. The larger countries are a bit overwhelming.
A couple of things to keep in mind: Your research slider should be on maximum whenever you can afford it. You will want to promote large pops to clerks to maximise research. Go for industrial and commercial techs in the beginning to get a better cash flow. Get an alliance with a big country to protect you early in the game and don't forget to renew it. Don't conquer too much or everybody will hate you (you can check your badboy with F12 by typing "badboy" in the box). Trading techs for money will cause you to lose prestige, but as a poor country it might be worth it. Negative prestige disables trades. Trade only with countries you have 150+ relations.
