Vicky 2 mod newbie looking for help

I've been trying to move/implement the holy roman empire from pdm"ultimate" to pdm"concert of europe", which consists of the decision and country itself
decision and localization wise, eth seems to work

but for:

• Victoria 2\common\countries.txt --#list of country tags to load into game
• Victoria 2\common\countries\country name.txt --#country parties and common names
• Victoria 2\history\countries\TAG - Country Name.txt --#country culture, govt, policies, techs

it crashes at "processing flags", which i somehow solved by deleting all holy roman empire's flag file

afterward when i use the decision to form HRE, the former decisions such as "three hurrahs" and "form ngf" repop up.
addionally my game crashes if i try to justify war and then try to access the countries diplomacy window after it s done.


if anyone knows how to successfully implement all the nation forming decision from pdmu into coe, or the issues i have with my own attempt.

please enlighten me.
