Hystorically Vichy was not a puppet nor an allied of Germany. LEt say it was 2 periods :

untill the invasion of the free zone, Vichy was considered as the legal government of France (even USA had an embassy). Technically it was only a cease of fire.

After the free zone occupation, then it can considered France mainland was not longuer existing, and the vacancy of power was filled by a comitee with various heads (mostly Giraud first then De Gaulle).

So not real reason to have Vichy as puppet until the invasion of free zone (Vichy main land), then well ... I am ashamed to say they should became a puppet with alliance and maybe simply disapear from europe (but existing in the empire).

While it is true that Vichy wasn't a military-contributing member until Normandie, politically speaking, they'd definitly be considered puppets. I'm not complaining about the way it ended up in the game, but I am a Poli-Sci major, so... I dunno, in my opinion it would make more sense for Vichy to be a German puppet.
