Is it possible to swallow up all of France as Germany or are you forced to form Vichy?

you could take all of france in HoI3, so I don´t see reason whynot in HoI4 too.

AFAIK, you can choose, at least that is how it was in HOI3. We have yet to see though.
I haven't played in awhile, but, from what I remember, I think it's just a choice between controlling the provinces or having the Vichy regime. There may be a relations hit with Britain or some sort of national unity hit if you keep direct control.
If it's the AI I think it's different now, the AI makes a decision which I think is either two, Form Vichy France and Free France, or the Franco-British Union. I don't know for sure because this hasn't been specifically discussed but when France capitulated in Jakob's Game the AI just picked the union, now on the other hand had it chose form Vichy perhaps Jakob would have gotten an option to take it all or let it form. Perhaps @podcat could confirm how that one works if your not playing as France.
The Anglo-French Union was a revolutionary concept proposed at the last minute to bolster France and forestall surrender - to keep the French, and their fleet, permanently in the fight. The moment passed too quickly and it was too late.
The establishment of Vichy preserved a semblance of France as a concession to French pride and was a gesture of co-option rather than coercion with the goal of enlisting the French fully as part of the new order (including the French fleet). The Free French movement rejected Vichy and continued the fight overseas.
An expected and more likely outcome in the event of inevitable defeat in metropolitan France and which was considered and steps even initiated was to relocate the seat of government to French North Africa. Gen. Nogues, commander in North Africa, urged this course. Premier Reynaud considered it and Petain issued some orders in this direction before being swayed to German terms.
Drawing on existing garrisons in North Africa and sub-Saharan Africa and the African manpower pool, about 15 divisions could have been raised, and a surge of French warships, aircraft, and evacuating military personnel and volunteers would have established a formidable position in North Africa with a combined Anglo-French fleet that would have crushed the Italian fleet or compelled it to remain in port and rolled over logistically isolated Libya without difficulty. Though local forces would have only scant armor and limited motorized infantry and some cavalry for mobility, with arms mostly suited more to the 1920s than the 1940s, this would have been more than enough to secure the African coast for the Allies under the protection of the combined fleets. Events in the Balkans would likely have taken a different turn, and Franco would have been even more averse to leaning toward the Axis.
It seems strange to exclude this probability.

I imagine there will be events to transfer northern and western France to Germany and create Vichy in the south, but I do hope there is an option for, as you say, France to consolidate in N. Africa and keep fighting.
