One more question, did you have to mod your cores to cover all of France?

If you start a 1941 scenario you don't have to. But if you by chance release them using acceptall cheat or an event earlier on like say 1936, then they don't have cores on Northern France.

Ok, then it's the '41 scenario, because playing GC they don't get those cores when released by Germany either.

Are you planning to join the Allies?
Because if you are, then won't you conquering Paris trigger the Liberation of France event as you are in the Allies?

(Still, joining the Allies might enable you to get some divisions from the Usa.)

You're in for a rough time playing Vichy France ;) But ironically you're following one of the alternatives which were considered during the summer of 1940: rebuild quietly while pretending to be neutral, and then fend for France's own and rebuild a strong, paternalistic war after succesfully participating in France's liberation.

Good luck with that, but remember, we French are democrats too :D (when we don't forget that we are :p )
