Playing as Carlist Spain, not in a faction with anyone, I capitulated France by taking all the land from Montpellier to Brest, while they were at war with Germany (who was them capitulated to the USSR) and Italy. Italy had only occupied Nice, but when France capitulated, they did so to Italy, and to make matters worse, Vichy France spawned, even though the Axis controlled practically none of its land and I controlled almost all of it.

Is there any way to stop Vichy France from magically taking the land I've occupied as Spain?

Did they take Paris? I think that's what affects the Vichy France event for the Axis

No one took Paris. I think the capitulation was caused by me taking Brest.

Who ended up controlling Paris after the capitulation?

It was given to the Italians.

I just tried using console commands to occupy the whole of France, and when I do that they capitulate to me, but Vichy France still forms and takes the land I've occupied, so it's not to do with who has Paris I think.

According to the code (as far as I can tell - Germany needs to hold province 16 (Illse de France), and a human player can't be holding a French state that isn't Corisa, Savoy, Provence or Midi Pyrenees.
