Vichy France Playable from 1933 Scenario?

Does anyone know if it is possible to start the 1933 scenario as France and then opt to continue as Vichy France after the event fires in 1940 or so?

I believe you get to ge free French after the Vichy Event fires and not Vichy

lose as france in 1940, save and reload as vichy.

I guess the other question is does Vichy gain the techs of FRA or does it start over or with a predetermined tech set? Would be really kewl if it acted like a released nation of German gain GER techs
