Vichy France how?

sorry im a newb but how do you get the vichy france event playing as germany?

Germany must conquer about half of France. Paris must be controlled by Germany, and Vichy must be controlled by either Germany or France (and not, for example, by Italy). The USSR must not be at war with Germany, and the date must be earlier than 1942.
