I am not sure. France was attacked everywhere possible (Syria, Dakar, Mers el Kebir, Madagascar, etc.) by the Allies. The country, maybe, did want to stay out of the war but the Allies had a different opinion. The issue is that Germany didn't allow a French rearmament so most of times the country succumbed.
If you look at the British diplomacy around Dakar and Mers-el-Kebir, they always tried to present themselves as friends of Vichy - they never seemed to regard themselves as formally at war with them, even when they'd fought them several times.
