The vanilla event (German 2021) that gives rise to Vichy France has a trigger which checks that either France or Germany controls Vichy province (#915).
When France owns it, all is OK since it transfers to Vichy when it is released by France in event (FRA 2800).
However, when Germany owns Vichy, it remains French owned (albeit German controlled) and Vichy does not even have a claim on it (it is not even a national province).
The German event returning the Vichy provinces (german 2022):
a) doesn't fire until either 1942 or USA goes to war vs Axis (which seems late)
b) transfers control of Vichy province, but not ownership (since still owned by Fra).
Shouldn't the French event 2800 secede prov 915 to Vichy (to cover the situation where Germany controls it)?
Also France seems to have a enormous number of units post Vichy (31+ divisions) whereas Vichy has none to start - is there any way to fix this?

Its a problem with the event.

IMO Vichy shouldnt be left to fire in 1942, but there you. Furthermore, Vichy Armed forces didnt actively fight after the nation was created, at least not at the strategic level. I guess that why Vichy dont get no soldiers. However, they do build them up using whatever spare IC they ahve for unit construction. Playing several games as Germany I have seen at least 10 INF produced and 3 fighter units.

If you want to change it, either go and get CORE mod, or edit the vanilla event to your satisfaction. :)
