Vichy France didn't form?

In my first game as Hungary I was going pretty well but I noticed Germany had taken all of France but the Maginot line and was desperately trying to take parts of it which was occupied by huge French forces that had fled there. Do certain events have to happen for Vichy event to trigger? France just didn't surrender even when Germany has all of France

Sometimes french or germans just refuse vichy and france continue to fight in france and colonies to the bitter end.

There´s no Vichy France.

If France surrenders, they´ll become a Paternal Autocrat State with the Vichy Government and Free France will eventually Revolt from France
