Why is Marseille handed over to Germany when Vichy France is created, only to be transferred back a few days later as part of the "Return of Occupied Provinces" event? Is there a special reason for Germany to own it briefly, or is it just an oversight in the event file (and if so is it supposed to be completely Vichy French, or German as a naval base or something)?

Because the capital is moved from Paris to Marseille and the game engine can't handle it properly. It can't give capital-provinces to another nation...

EDIT: it can't give away _former_ capital-provinces, since the capital is moved to Brazzaville in the Vichy-event. The game-engine updates data _after_ the event has fired.

Yes, but this command is ignored, because the game engine still assumes that prov. 364 is the capital prov... Try to split this event in two (the first one containing the capital-move only, the second one containing the secedeprovince command) and you'll see, that now Marseilles becomes a Vichy-province immediately...

BTW: This is the reason why so many events don't work as intended, esp. surrender events. The paradox-devs would only have to rewrite their source-code a bit, so that script commands are executed with all their consequences immediately.
