Currently if you have male-preference you can still grant them to women, as long as said woman is already a countess, duchess or queen.
In fact you can grant it to women who're countess/duchess/queen while full agnatic, if you somehow manage to gain a landed woman (invasions, etc)

You didn't say almost. You said NO women were appointed viceroys AT ALL until the Renaissance and beyond where there were some exceptions.One example to the contrary is hardly 'enough said' in response to a claim qualified with 'almost'.
