Viceroys - overseas in Europe, or only the New World?

Will Viceroys apply to any Irish land England may own (Meath, for starters), along with any continental possessions, or do they only apply to New World possessions?

When I inherited Castille as England, it eliminated the -30% no land connection to capital to both Castille and the Aztecs.

It's a National Idea, 5th down under colonization I think.
