The question is this: to what extent are they moddable? Is it possible to extend the possibility of granting them to non-feudal governments, like theocracies or regular republics? Would it change the succession laws of those vassals to my own (say, seniority or patrician elective)? Where can I find the relative game files?

As far as I know, they aren't moddable at all. There isn't even a command to create them by way of decisions or events. I tried playing around with them a while back, but the only thing I could figure out was that you can create a new law to allow county level and if I remember correctly, even barony level viceroyalties, but both of these can only be given to people who already hold another title and are feudal.

EDIT: I should mention, you can make it possible for republics to give out viceroyalties if you just allow them to access the viceyoyalty laws, but they still won't be able to hold viceroyalties themselves.
