Vice Kings, "Down Hearted Blues" Wheres Bill Thompson?

up to the mission Down Hearted Blue for the Vice Kings, ive robbed the safe and next part of the mission is to "Return to Bill Thompson in the Vice Kings' Safehouse."

Ive returned to the safehouse and hes no where to be found? not sure if its a bug if im just going blind
anyone able to tell me whats going on? or have you had the same issue?

He was in one of the rooms for me just did this last night, he should have a gold mission thing over his head

Hey, this is happening to me too, I check all the safe houses and cannot find Bill, also there no gold marker to note his location or mission objective

must be a bug, ive played for hours after him supposed to be showing up and still nothing
