VIC2 No casus belli free for Assert Hegemony or War of Unification with Germany

I have already played a few rounds of VIC2 with Germany in which it was possible to start the game with some casus belli free against France or Austria. However, these casus belli War of Unification or Assert Hegemony options are no longer available. This type of casus belli does not appear available as an option to justify; I do not know what to do and I need help with this problem. Is this a possible bug?

War of Unification and Assert Hegemony are both automatically available if you're a Great Power and you've researched 'Nationalism and Imperialism'. The tech doesn't unlock until 1850 from memory, so you can't go straight to war from the 1836 start.

I have already been able to declare war against France in 1937 or 1938. Now it is no longer available. Anyone know if there was any kind of update that modified this?

You can justify other cb's, but taking the requirements directly from the wiki, which are correct from my experience;

War of Unification;
Target state has a core of the cultural union of attacker's culture group, and defender is from different culture group. Attacker must be a great power and have researched Nationalism and Imperialism. Automatic, doesn't need to be justified.

Assert Hegemony;
Attacker and defender are both Great Powers, in the same culture group, and not unions; defender has at least one sphere member of the same culture; attacker has Nationalism and Imperialism. Automatic.

That's been the case both for 3.03 and 3.04 at least, so unless you've been running with some mods that might modify that, or you started a game from the 1861 start I'm not sure

If you form Germany before you research the technology and Austria or France don’t have territory or spherlings of your culture group or core you don’t have the free CB.

If Austria gets Israel as spherling you get the free CB.

I know the CB for Unification is free. The problem is that CB is not available to me neither free nor to justify.

I have all the Mods. When I turned the Mod Heart of Darkness off, the CB free became available. But when I re-activated it the CB was no longer available.

I believe that my problem is a bug, but the support did not help me. I was advised to post my problem here in the forum. And my hope is to find a solution.

Do you have any screenshots of a situation where you think you should have the cb's, but don't?

Looking at the HoD screenshots, you won't have the cb's because you don't have the 'Nationalism and Imperialism' tech. You must have that tech in order to get the cb's.
Could you show me where you got this instruction?
Where on the wiki can I find this?
I only found that to annex the Denmark it would be necessary to have this technology, but in the other cases, the instruction is that the CB is free.
I really do not understand.

I linked the text from the wiki in a previous answer, you can find it here. Use the table to find 'War of Unification', and look in the 'requirements' column.
You get the cb for free after you have met all of the requirements. Just to summarise them here;
  • Target has a state of your cultural union. (For example, you are trying to form Germany and France controls Alsace-Lorraine, a German core)
  • You must be a Great Power.
  • You must have Nationalism and Imperialism.
Once you have all three you will get the cb for free.
