okay this is very nice - the loophole of changing ministers (say to get a -5% discount on CAS/TAC and then change after starting those builds to the FTR -5% minister to start that build) is closed. The cost of items already in the que shift with ministers shifts. That closes a very gamey thing, and I think it is an improvement.
