It would only be realistic, if at all, for a Byzantine event to apply to a ruler (assuming this ruler is in control of a large chunk of Europe and has EOB as a secondary title like Veldy) in land that falls under the Emperor of Byzantium title. It would be ridiculous to have Byzantine events that applied to France or England.
