Very loyal colonies

Revolutionary France is beaten down to 1 province, out in the Pacific that I couldn't be bothered to capture, but they have colonies across most of 2 continents...that aren't rebelling...despite each on their own being much stronger than their overlord. I wish my colonies would be so loyal...

I just thought this was funny and would share it.

The reason they aren't rebelling is most likely because AI France heavily developed their lands. Developing gives -5% liberty desire each time and decays very slowly. It's one of the best ways to keep LD down and can allow you to run colonies at 100% tariffs ad infinitum.
