Be creative, Add interaction and STOP with the traditional Focus effect (like 1 focus = 1 military factory!!!!!for godsake!!!!! i build them!!!! i dont need 70 days a focus to get one!!!!)
Add Deals, Exchange, Interaction, creat Things who matters (cause the player want to matters!!!!)
TFV content is a nice things but the focus tree doesn't impact the game that much.
When you are Australia, people doesn't care if you go fascist or communist, you are too far, too weak to matters.
The perfect exemple of the very boring things in focus tree is for example, 1 focus for 2 dockyard. C'mon... So boring 70 days to get that, how do you want us to have fun with this ? how can i get a country who matters with that !
What's would be VERY good for small country is to get highly interaction with neighboor or major, for example, boosting production rate for a major, in exchange of something, or i don't know, having a boost in construction speed, if we do allegance to the reich. Interaction. Exchange. Mutual Deal. That what we want !
I invite you to read focus tree of the Millenium Dawn Mod, and mainly the Generic Focus Tree wich isn't boring to play at all. Because focus choice, matters, and effect are real.

Players want to play a country who impact the game. That's a fair feeling. (that's why people choice germany 40% a time in you'r data)TFV content is a nice things but the focus tree doesn't impact the game that much.
