The framerate might be limited to 60 fps, but it's not VSync (and I clearly get tearing, which is impossible with VSync). VSync doesn't actually work with borderless window mode, which the game uses by default on windows unless you force Direct3D 9 mode.

If you want to enable it, you need to force D3D9 mode (see link above) and turn it on in the NVidia control panel.

If you want to disable it, you don't have to / can't as it's already off. If you're on Linux I have no clue, but I'd assume you'd have to cruise around the graphics driver options as you would on windows...

If you're on Windows 7 and have Aero enabled, VSync is active on the desktop, so any game that runs in windowed mode (borderless fullscreen or otherwise) will have no tearing regardless of game or driver settings.

Windows 7 and above then - Thanks for mentioning this. I was legitimately wondering why my Skylines was capped at 60FPS even though the game doesn't have a V-Sync option. You learn something every day - And I'm pretty techie.

IIRC Vista and 7 only work with Aero enabled due to the nature of the composite window manager, in classic mode the CWM isn't used so no VSync on the desktop, 8(.1) always has VSync on the desktop due to no classic mode (so no way to turn off the CWM).

Having said that, even with Aero or Windows 8 providing VSync when you run a game in a windowed mode (including borderless fullscreen) if you turn off any driver or game VSync option your card may run on full power mode, so you should probably enable it anyway to throttle back the card and keep the volume and heat down.
