At that time the province was still very independent from HRE and the actual direct Austrian rule started only in 1500.
Historically it was under Aquileia rule until it was conquered by Venice, then they accepted a formal vassalage under Venice in 1424.
This wasn't recognized by Austria when they claimed the land in 1500 after the death of the last count (they got an inheritance treaty beforehand), but at that time Venice still had direct control over part of the land including the fortress of Gradisca (that was even built by Venice with a 22 years effort) and the city of Monfalcone.
Then Austria obtained full control over Görz after the succession war and the league of Cambrai happened, but in 1444 Venice had a factually strong presence in the province.
