Or at the very least Venice should have a mission granting an instant claim over the province.

At that time the province was still very independent from HRE and the actual direct Austrian rule started only in 1500.
Historically it was under Aquileia rule until it was conquered by Venice, then they accepted a formal vassalage under Venice in 1424.
This wasn't recognized by Austria when they claimed the land in 1500 after the death of the last count (they got an inheritance treaty beforehand), but at that time Venice still had direct control over part of the land including the fortress of Gradisca (that was even built by Venice with a 22 years effort) and the city of Monfalcone.

Then Austria obtained full control over Görz after the succession war and the league of Cambrai happened, but in 1444 Venice had a factually strong presence in the province.

The trouble with this is the actual province is much much larger than the extent of Venetian control, They only really had control over the coast, as is the main problem with assigning cores and claims to Venice, especially down the Adriatic coastline.

Gorz is a peculiar case because its vassallage was formally inherited after the conquest of Aquileia, Venice also considering that territory part of the ex-Aquileia put Gorz under the Stato da Tera not under the Stato da Mar, so it isn't really comparable with other Venetian enclaves.

Anyway, a formal vassallage and building a fortress for 20 years should be proof enough that there was an active Venetian core there. Given that they DID actively fought Austria for the ownership of the area (and then lost and had their core revoked) I don't see what would be the problem.

I wouldn't call it an exclave, there was enough of a land link to justify the tera administration. Sorry I didn't really emphasize my main point enough. being that the Gorz province in game is far larger than that actually under Venetian control, I think this is the main reason, I think the problem would easily justify a mission to take the coastal province though, although you could say exactly the same thing for albania and the dalmatian coast :)

I don't get the last point: at the 1444 bookmark Dalmatia is directly owned by Venice, Albania has a Venetian core and the conquer Ragusa mission is basically guaranteed as a possible starting choice.

I also stand by my point that most of the territory of the in-game Gorz province that was not directly ruled by Venice was still formally bound under Venice due to a vassallage contract. (that the HRE considered void after the last count died without an heir and that ignited the conflict)
