Per the title, joined HRE as Venice and kept the government rank of kingdom. Curious to know if this is a bug or working as intended? And if it is working as intended, then is it unique to Venice that it always remains a kingdom even in HRE, or does joining HRE no longer knocks a country down to Duchy rank?

Huh interesting, as far as I know you should indeed be reduced to a duchy unless you became an elector or are using a government with fixed rank. (Unlikely as only the papacy and shogunate have fixed kingdom rank)

Got the same in my Venice game, I think it's a bug.

Played around with the console a bit, it's not just Venice it seems joining the HRE no longer resets your government rank. (despite the warning stating you will be reduced to duchy)
You still can't increase it beyond the normal limits if you already are a HRE prince though.

This has been around for some time already and it works for any country. Though what I recently discovered is that the government rank can still drop down to Duchy if you ever change your government form after joining the HRE. (e.g. Feudal Monarchy with Kingdom rank -> join HRE -> become Despotic Monarchy -> you are now a Duchy).
There are all kinds of issues with the HRE and government rank, and they are bafflingly inconsistent.
