Returned to Victoria after a year's pause and have been trying to learn the game anew. Unlike EU, I prefer to play non-European countries, but didn't really want to choose Brazil yet again, because the large number of provinces is depressing. So, Venezuela seemed to be the right choice.
Apparently, Venezuela starts with a liberal Laissez Faire/Full Citizenship party (edit: in the party pool, not in power) and an electorate that's easy enough to turn liberal enough to vote them in at the start of the game. That, I think, should be an immigrant magnet, especially with RGO slots open.
However, I didn't really manage to do that. The immigration returns were noticeable, but insufficient for rapid growth and the liberal revolution killed my chances to get the liberals back in power.
How would I go about correctly and efficiently making Venezuela into an industrial immigration fueled powerhouse? (V:R with OHGamers fixes)
