The "Vehicle count modifier" slider should control number of vehicles, not the budget level.
In this example, I can move the slider from 100% to 5% and still have one vehicle. No change.
Then sliding all the way to 434% and I still have only one vehicle. At 436% I finally get a second vehicle.
It's silly moving the slider increasing the cost without actually getting any more vehicles on the route.
Instead of a slider, it should be a counter that increments/decrements one at a time, adjusting the actual number of vehicles on the route each time. The corresponding increase in budget can then be shown adjacent to it.
Crude mock up:
