Patch 1.8 deleted all my mods, and made the game slow down to less than snails pace. While I have a very beefy PC.

the first shouldn't surprise you and the second should be fixed, in general, by the hotfixes you get through opting into the beta
Even with the beta hotfix it only alleviates the slowdown SLIGHTLY... still a far cry from pre 1.8 and for the most part almost unplayable.
yu should try victoria 2 with pop demand on a weaker computer, 5 seconds a day, and only getting worse as time goes on
heres basicaly nothing that can be done short of purging all the ROTW improvements
It really seems to depend on the computer. Some people never had problems, some people's problems were fixed by the beta patch, and some people still have problems.

People wanted RotW improvements, which included making the places more province heavy instead of big giant ones everywhere. That's going ot cause lag and mess up some computers.
3gb ram, AMD Athlon 64 X2 DC with a speed of 2, and a graphics card of nvidia geforce 430, and i can still play this game, not as well as before 1.8, but still well (i think the lag is 2 or 3 seconds at 5)

I'm not running the hotfix, and I'm experiencing zero issue with game performance after doing a fresh reinstall of the game, plus doing a disk check. I'm even running the Ironman GFX 1.3 mod.

I now generally play at speeds 2&5 instead of 1&4 that I used to play at normally.

Try the beta hotfix if you feel like it, or go back to 1.7. Mods will get updated eventually if they aren't already.
Have you tried the latest hotfix #3? It's the one that finally worked for me. Some also needed a full reinstall for the fixes to work.
Try the beta patch. The second-latest update fixed all the speed issues for me and they're still not finished.

Reading from the change log it seemed to be an issue of me not having the latest DLC installed.
It might be advisable to put that in a patch, or at least have a news item in Steam that tells you about it. Because this action is generally the last thing I would do to fix a bug. That's what stable releases are for.
