That's strange, we don't have it here ; do you have Conclave activated ? What about mods, any active ?
Do you have that when starting new games ? Custom ones or from bookmarks ? What happens when you load games ?

If you unpause the game and let it tick for a day/week/month, is the opinion debuff still there ?

OK so, the issue seems to only apply when you change the Gender Equality rule, but not when it's set to default.
