Hi stigmund77, could you check which world threat setting you have been playing with? Since vassals are free cities they are bound to free city rules, meaning they attack less often if the world threat is low.

If you played with "passive world" threat they will not send out any attacks for a very long time. <-- didn't look close enough, they actually never attack

Hi stigmund77, the story realms are a bit of a special case because they have inherent difficulty progression from first missions to later ones, so you don't see which "world threat" you get when choosing easy/medium/hard since it is bundled settings in backend not visible to the user. The default difficulty there is always "easy", so if you didn't change the difficulty setting for first or second story realm when playing it would result in passive world threat.

May I suggest tweaking vassals slightly so they send out raiding parties rarely on passive worlds? Its very confusing building up an empire on vassals only for vassal gameplay to change significantly on passive worlds.
It is a reasonable suggestion. I started to discuss some things already, but can't make promises on any concrete changes yet.

Thanks for sharing your observations, Stigmund77, it appears that there may be some hidden bug and we are looking into it.

I feel like changing the gameplay mechanics up this much between normal and hard difficulty with vassals is confusing, they feel like wildly different mechanics on different difficulties, with the higher difficulty mechanics feeling much more fun.
Just to clarify, only the "Passive" world threat should completely disable the attacks.
