Hi strategos!

I am trying to change the succession law to promigeniture and it needs that no vassals in that de jure kingdom are fighting each other. I tripple checked this and they are not fighting each other. However they are all defending against a raiding fleet. Unfortunatly I cannot attack a fleet. Any suggestions? Because that fleet just keeps sitting there...

Really need that succession law asap before opinion is dropping again :)

Just waited till that defense timer went to zero. Now there is absolutly nothing in the diplomacy information of my vassals of that de jure kingdom. Do I need no vassals fighting each other in my entire realm to change the succession law in just one part of it?
