I'll see about tweaking the AI to prioritize forts more when they just have one or two like this. Especially if they're a march.
Would you please consider allowing a "subsidize fort costs" subject interaction? I suspect that the AI doesn't know how to deal with forts well when it is super poor, which will be often since they always increase local autonomy if you feed them land. I've noticed tons of vassal bankruptcies even when they aren't fielding any units, and I've never seen them mothball forts in these situations - I've treated vassals far worse in 1.11 (200% overextension feeding during internal conflicts and -3 stab), and they fielded decent armies and didn't go bankrupt (though I had to kill millions of rebels), so I really suspect that this has something to do with the AI inability to pay for forts.

Alternatively, display the information of how much in debt a vassal is so I can bail them out. This could be done on the subjects or the declare war screen (since the information for allies and enemy allies already displays how much they are in debt)

I'm all for an option to subsidize fort costs for my vassals and marches.
I mean if I pay a march to build strategically placed forts it is because I suppose they should use them!

On a somewhat related note, does the AI ever demolish its forts? Sometimes countries end up with so many forts than even mothballed, they're an unacceptable drain on the economy.

You can build a real fort on top of the capital fort. this adds their levels together. Very nice, but I have not seen yet what it does when mothballed (probably nothing pretty)

A captial province always has a Level 1 fort at no cost. It can be sieged as normal, but requires more than just a single tick.

I think fort maintenance cost is very wrong right now. it is especially punishing for smaller nations and rewarding for larger nations. Maybe if it scaled based on how many forts you had?

Fort costs are perfectly linear. Each fort level costs 1€/month. The capital fort is free (and also has a special icon!).

I know that capitals have a level 1 fort at no cost. I know it can be sieged like normal.
Your claim that it cannot fall in one tick is objectively false, I have seen it happen many times, once you you have the tech for a level 3 fort, level 1 obsolete fort malus is so high that it can actually fall in a single tick (although its not guarenteed, sometimes I have seen it last 2 or even 3 ticks, but often it falls in one tick)

Again, I know how a capital fort works, this is irrelevant to the discussion.
As for being linear with level, also completely irrelevant to the discussion since we are discussing the scaling of a nation size while assuming they all are building equal leveled forts.

The issue is fort cost vs country income. You only build forts on the border, the bigger a blob you are, the more producing counties you have in your heartlands that don't need forts. Hence forts are more reward
