In the HRE, there was a concept known as: Imperial Immediacy.
What does this mean?
It essentially meant, that all the Princes in the HRE were under the direct authority of the Holy Roman Emperor himself, freeing them from responsibility to any local authorities below the emperor. This was taken very seriously, so much so, that when the Margraves of Brandenburg obtained the Duke of Prussia, which was a Polish fief, they did not become complete Polish vassals -- their holdings in HRE remained as fiefs of HRE and only their holdings in Prussia became fiefs under King of Poland.
However, in the game, we see various powers vassalize HRE states all too often. In fact, may times the HRE itself vassalizes other members of HRE which makes absolutely no sense when you think about it: they are already vassals of HRE (albeit on a much longer leash than vassals elsewhere).
This has always bugged me since I started playing EUIII... there should be a separate and a more historical system to reflect this Imperial Immediacy in HRE. Such a system will put a break on the wanton expansion in HRE which is totally unhistorical. May be you can create a separate system wherein HRE nations can have an ability to PU other HRE nations, since the conquests within HRE at the time were, essentially PUs, with the ruler just gaining extra titles rather than land or vassals? Or, may be a war term to force the ruler of the defeated nation to abdicate in favour of a ruler from the winning country's dynasty?
It would add more spice and intrigue to playing HRE states.
