No I don't believe that's what it is.
My vassals are fielding fewer troops as they get bigger, and the game gets later.
In other words they are saving money for something.
I'm talking about like Prussia, Bohemia, Bavaria etc.

150 development 9 Province Prussia is fielding 2000 troops right now, 34 development Siena with 1 province is fielding 6000.

I have a suspicious feeling they are saving up for higher level forts.
I was replying to AI disbanding troops when they get diplo-vassalized and as
Seraphithan added forgot about the force limit difference too.

I have a new problem with my one province vassal Silesia.

First they didn't want to build troops (had full manpower and 200 ducats and 1 ducat / month from me).
Then after a few years they started to build tropps but didn't stop. Everytime they got to the force limit they dismissed one troop and build a new one...

In my WC I noticed this as well.
I think it is the new fort system that is causing the problem; currently it has never been easier to fight the AI because forts are so expensive to build/maintain that there is no money left for troops (literally!) ; to compound the issue the AI builds them everywhere. Places without good revenue from trade make things much worse or much better depending on the POV.

Converting to same religion and placing the same dynasty should lower annexation costs as they are closer to you than before after those changes.

Ok, so people were asking for more information so I fired up the game and continued below. (aka, this rules out the "restart the game and the AI it will fix the AI" solution.)

Moldavia income. Monthly 16, Treasury 399

Please count the number of forts, or post the fort-mapmode of the army-less vassals. If we know their income (crappy), we can substract the costs of forts/mothballed forts from it. May be that You fed those vassals large amounts of poor lands with lots of forts which makes them unable to afford anything?
IF that's the reason, then we have AI problem (should scrap forts if unable to maintain them mothballed).

Playing in Asia the AI seems to be smart enough about building forts compared to their income and troops(basically they don't even if they have more than enough saved up) so I think the problem is more about taking existing forts in that they don't destroy them so counties that expand suddenly stop and collapse if anything happens.

I updated the original post with the requested info on Local Autonomy, liberty desire and finances and stuff.

I think we can safely conclude that, despite the number of provinces, the FL issue we're seeing is resultant from low Dev/province and generally high LA.

For GH, they have 53.6 base FL from dev and LA brings that down in each province by 50-75%.

For the lack of armies, getting an idea of their fort-expense will definitely be useful. A few high-level forts can completely tear through their income.

Which means if they're right on the cusp of it eating all their income, buy unit, realize expenses too high, disband unit, makes a bit more sense.

Thats exactly what I meant. The AI may not be "overbuilding" forts it cannot handle, but when FORCEFED, it might not scrap them, especially with high autonomy. Maybe it calculates the MAXIMUM combined income (base tax+base production values), and ignores the autonomy, after acquiring new lands? Or doesn't scrap forts at all?

I have never seen AI destroy a fort and didn't see anyone talk seeing it either so I presume it either flat out never does or it is way too restrictive.

Why do they have high LA in provinces that are their original home provinces? I would understand if the provinces I force fed them had high LA, but their homelands are crazy high too. Also, they are doing fine coring new land and converting the religion at a fast pace, but the LA is still, like, 80%+ but they have no unrest. And even 30 years later with very few wars, they aren't doing any better....

It could be that they can't afford to build forts and aren't smart enough to disband them. My guess is that this scenario happens when you give a vassal a large amount of land from a bunch of smaller countries (aka, because each country would build their own forts). I gave Denmark most of Hansa, Sweden and Norway and they're more than fine. I pretty much only gave Moscovy Novgorod and part of Kazan and they seem fine too. But Modovia is eating parts of 6 countries and so is GH, so they seem to be unable to lower their LA, unable to pay/disband forts, etc, which causes this oddity.

Rebels would most likely answer. Rebels will often cause +10-15% LA per occupation which would take your vassal over a decade of peace to passively tick down.

Check the income levels. Muscovy has 3x (45 v. 15) the income of GH. I don't see denmark's income on any of your screenshots but I'll assume they're rolling in it from trade in Lubeck.

An extra 30 ducats/mo of income will allow for quite a bit larger of a standing army.
