A vassal should be able to sign commercial contracts with their overlord. ESPECIALLY if they're a Megacorp. I have no idea why one must be independent to sign a commercial agreement, but it's 10x more ridiculous in the case of a Megacorp.
I mean, even conceptually, why wouldn't a Megacorp allow itself to be "conquered" if their business grows - which is the singular purpose of their government. If you get vassalized by a galactic empire the likes of which nobody has ever seen...is it not wise? Is it not the best course of action?
Either a Megacorp vassal can sign a commercial agreement with their overlord - OR - they be allowed to make branch offices without one, and can consider the vassal relationship as allowance to make branch offices.
I will add this as well: when creating vassals, we should be able to tailor their government form. An Emperor should be able to create democracies and megacorps as he likes, as was the case in our own history with free imperial cities and trade leagues. As long as they are subordinate and make their dues, they can be a circus colony for all it matters.
Is it not silly that an emperor in charge of a star empire creates another star empire vassal with its own emperor.
I think we live in sufficiently advanced times that we can refine this aspect of the game into something better, don't you?
