I am still a rooky to the game and slowly getting the hang of all the claiming, back stabbing, wars and succession laws.
I do have a question as I am playing the Duke of Holland with the ambition to become king of De jure Frisia.

As vassals are created due to Gavelkind succession and such , do they count as legal territory to be able to claim the kingdom title in time or do you need to hold them under your own direct control?

They count towards the prerequisites for creating the kingdom.
