Simplified: Within the Subject interaction menu, making there be an option/(combining it with embargo rivals) to not give military access to your rivals.
The story behind this is my vassals giving my ultimate enemy (only possible rival) military access so he can move through to deal with rebels who would defect... to my vassals.
I'm slightly surprised this isn't already in.
