vassalizing brandenburg

right now im germany and im trying to vassalize brandenburg, it has 3 provinces and i have well over 30 and i cant vassalize them, i have no BB, full stability, bigger army, same technology, richer, etc and i stillllll cant vassalize them

If you are playing Germany in AGCEEP then you should post in their forum, and about your "question", they they have any vassals, because you can't vassalise a nation with vassals by diplomatic means.

Diplovassalization is just plain hard to do sometimes.

probably they have some high relations with other countries ( > 150 with one or more country is a problem, > 175 very hard, > 190 near impossible)
