I'm playing a slaver empire and all xenos are chattel. I conquered about 8 planets and when they came under my control all the pops got fired from ruler and specialist jobs. They're unworthy of that type of work! Due to their recent unemployment they're angry and committing unspeakable crimes. Martial law and crime reduction policies have been implemented. I'm also resettling with native rulers.

I realize I probably should have kept a xeno race as full citizenship and later enslaved them once I had my race in control.

How do you ensure newly captured planets don't become a hive of unemployed scum and villainy?

How do you ensure newly captured planets don't become a hive of unemployed scum and villainy?

As an egalitarian or xenophile empire you'd bribe them with citizenship and high living standards.

As an authoritatian, you turn some of them to chattel and some to either full citizenship or resdence depending on their traits.

As a xenophobe, turn most of them into chattel slaves and relocate them to your own worlds, turn on population controls for all xenos so only your main race grows. If you start having too many chattel slaves, make the rest into livestock. You can store hundreds of livestock on thrall worlds or Ecumenopoli.
