I started a war to vassalize a minor empire, who was in a Federation with together a larger empire.

The war was in a situation, where I had occupied every planet and nearly every system of the minor empire, but wouldn't bother push inwards against the larger empire. They would accept a Status Quo peace, but not a Surrender.

I decided to accept the Status Quo peace, which should have created a new vassal out of the planets of the minor empire that I had occupied (since I had occupied every planet, it should've done effectively the same thing as a Surrender, and vassalize the entire minor empire).

However, nothing was vassalized after accepting the peace, despite me getting a notification that a new vassal was created (as well as, weirdly, a notification that my new vassal is joining the war against itself). The situation was exactly like before the war, despite me having occupied the entire minor empire and the federation being at 100% war exhaustion. Feels bad man.

Is there a bug in existance, that Status Quo with vassalization casus belli does nothing, if it would vassalize the entire empire?

it's broken in the live build. status quo doesn't spawn a new empire at all. same for ideology

according to the patchnotes it's supposed to be fixed by the optional beta patch.

Same. I'm on the test build and I can confirm the same bug just hit me. It was especially irritating because my federation buddy gave up as soon as we hit 100% war exhaustion, even though we were TWO warscore away from a total victory.

it wasn't a bug when the new war exhaustion system was first introduced - that was the original design. the partial victory through status quo was a later addition to that system.
