Vassalization size cap?

I'm currently playing as Aachen and I've pretty much defeated France in this war. What I want to know is if it is possible to vassalize them in one go. The current cost is 399% warscore but after 5 years of occupation the value of the provinces start to decrease, so if I can keep them occupied long enough I should be able to vassalize them. The bit I'm uncertain about is the automatic white peace that occurs if you stall for too long. AFAIK it kicks in after 10~ years of no hostilities. If I let them keep 1-2 provinces to recruit troops to fight me or if I turn my attention east and fight Austria (France's warleader) in the meantime, would that prevent the white peace mechanic from triggering?

I wouldn't risk it. By the time you get anywhere close to subjugating France, Austria will end it for gold and fame.

On the other hand, I don't understand HOW you even managed that, so maybe it'll work for you.

There is absolutely no chance that the province value will drop from >399% to 100 %. Perma-occupation is not a viable strategy for anything above maybe 108 % and even that is not really worth it. In any case, it is highly unlikely that war-leader Austria will avoid peacing France when war-score starts climbing closer to 100.

I got confused about the warleader thing but as Serzis says, I doubt you'll lower the score enough to Vassal France. Balkanise them!

I phrased it poorly in my OP. As for the actual goal, I'm slowly getting there. The worst thing is that the rebels are getting spawning more frequently and they usually assault the provinces, undoing a few decades of progress in two seconds.

After dropping in value by 50%~ each the value of the provinces seemed to stay static, leaving me at a vassalization cost of 220%~ warscore. Ended up taking another peace deal instead.
