I converted my CK II Roman Empire nation over to EU IV and I only have one vassal since I only had 2 council laws implemented. The nation of Burgundy and it starts off with 100% liberty desire! I know in the past you could just feed vassal provinces to keep them happy to annex them, but doing that now just makes them stronger in terms of development. Any suggestions?

If you're rich you can load it up with forts so it's running a deficit. Then pay its debts from time to time. Stay at war all the time if you do this, because the AI will delete unnecessary forts while at peace.

Developing it slightly increases LD from dev, with a cumulative -5% LD per point
developed. It's the most reliable way to keep oversized vassals in check IMO.

The other main pool is to placate the ruler and/or grant provinces.

Note that the three above tick down slowly. And separately, so pick one and stick to it.

Sometimes liberty desires confuse me as well. I had a 700 Development client state with all of the age boni in the age of revolution have a 25% LD when I had 4.8k development as revolution Germany with over 800k troops.

From what I checked yesterday, the development is what is causing the high modifier to liberty. I have 5,800 development and Burgundy has 1,700 or so development and this give +300% to liberty desire. It has 46 land troops and I have over 100. I will post a screenshot when I get home.

Oh it indeed is! I expected my vassals would have high Liberty desire, but my question is what can I do to lower it besides increasing relations, diplo reputation, and placating them when I have enough prestige.

You could try to drag them into massive debt, then pay it off (-5% per loan). Building stuff in their provinces should also reeduce liberty desire, but I don't know if tehre is a maximum reduction you can get from these. Being Denmark in the age of discovery also gives an age ability giving -30% liberty desire. Defeating your vassal in an independence war will give -50% liberty desire.

I'd try the above recommendations. You might be able to get them under 50 with enough work. There is a -10% LD bonus in the espionage idea group that might be worth taking temporarily until you can incorporate them, it will be a huge waste of DIP points but as you have nearly 6000 development in 1444 it's not exactly going to cripple your nation. Combine that with diplo rep advisers and taking as much other dip rep as you can from other idea groups, and you might be able to get them under control by 1540 or so.

If not you can start back at 1444 and release them day one, then slowly reincorporate them. It will take several wars, but on the plus side if you have the traditional Roman Empire borders you should be able to take 100 WS every time without worrying about AE too much. Nobody is anywhere near Burgundy, there should be only one or two other catholic nations, and nobody is going to have french culture.

Thanks for the replies. Since I converted over from CK II, all religions converted over as well. My nation is Paulician (Orthodox heresy) and I mended the great schism in CK II. Therefore, all other Christian denominations are heresies and all of Europe, North Africa, and parts of the middle east is Paulician and Roman. I will post a screenshot when I can.

Diplo-annexing the vassal is important, but I also want to start exploring and making colonies in the New World so I can get the Colonialism Institution first. I also want to colonize North America so I can give them independence and set them free to form the United States. I usually go Influence, Administrative, then Exploration, but I may pick exploration first and Influence last this time.

You need to bring LD down by at least 274%, that's not easy. Placate ruler might be your only realistic option, other than conquest.

But it would take a lot of placating and a *ton* of prestige.

Exploration is a very good early source of tons of prestige!

If you need more, use Concede defeat to extract 10 prestige out of every OPM every few years. Use Release nation to get more OPMs out of bigger enemies, so that you can milk Concede defeat even more.
