Currently, you pay 50% for territories, cored or uncored, you pay 100% for states, cored or uncored. To calculate ahead of time, its hell. You need to wait for the tooltip to tell you and the tooltip may lie when looked at ahead of time, as during annexation a core may finish and it may be stated right away increasing price. As with GC states are unlocked and vassal are unlikely to grow THAT big, vassals just go happy stating everything.
a) Either come up with something to have vassals keep territories here and there (eg outside their main culture group, through subject interation etc)..., or have all vassal cores always be full cores upon integration
Logic: This will ease tedious calculations one has to make, rather than have players click on each province to find things out, consider it a UX improvement
b) Make non cored provinces cost 0, OR make all provinces be full cores upon integration
Logic:
1) You are made to pay for them anyway
2) From a), you will pay full price for all dev, so you should get full cores from all dev
3) Due to dev obssessive nerfing anything that would alter your ownership will likely destroy your core anyway, except some very specific cases
