Vasssls cannot always exceed states, we need a high "income from vassals" value to squeeze money from the vassals to make them generate more income than if annexed and assigned to states. Therefore, I recommend Iqta government or vassal income national ideas to enjoy this method. Timurids->Mughals ( do not change national ideas) is the best because of the Iqta AND +25% vassal income. I tried with Mamluks this time because I am a little bit tired now and do not want to fight wars.
We need to first understand how vassal taxs work. Hejaz has a TAX income of 2.72, which is calculated from 0.50+2.22. 0.50 is the base tax for subjects, and 2.22 is the tax income from her tax development. The money trasferred to Mamluks is 4.89, which is 2.71 x 120.3% x 150%. 2.71 is the tax of the vassal, 120.3 is the "income from vassals" of the Mamluks, and 150% is scutage. I also took her trade because most of Hejaz is in the Alexandaria node, including a trade center.
My 120.3% efficiency came from the following:
base 10 Iqta 33 Influence 25 Administrative+Offensive 50 and the rest comes from legitimacy. Yes, I took the triple ideas of doom, and have proved that these ideas are not only for WC.
So this is how to squeeze money from vassals. Their Liberty Desire should be very low because they have no money to maintain their armies, they have even destroyed their forts. Even if they declare a n independence war, they cannot win our mighty and wealthy Mamluks and will continue to be harshly tortured as Mamluken vassals. Imagine how much money could you get from a 55 development state, probably with wrong culture? <4.89 in 1533, right?
