I’m playing as France and have Meath as a vassal. They started fabricating claims on Ireland and Scotland, and I managed to feed them all of Ireland and 2 Scottish provinces (so that I have a northern base to attack England from). My plan is to feed them the rest of Scotland before annexing them.

I decided to activate scutage on Meath at one point or another. When I declare war on Scotland, the only possible CBs listed are to conquer Meath’s claims. But here’s the problem: when I siege down the province, there’s no way for me to transfer it to Meath (since they aren’t in the war as an ally). In the peace deals, clicking the province gives it to me (despite the CB and me having no claim).

So I have a couple questions. First, it is possible to give the province directly to Meath in the peace deal even though they are on scutage? Or, is there any penalty to me just taking the province without a claim (like increased diplo points or AE) and just giving it to Meath after the war in the vassal screen?

no, it is not possible for you to give a province to someone not in the war, and it will cost 33% more diplo points and 11% more admin to core (provided no other modifiers are in effect)

just remove scutage prior to war declaration and reable it; France relative power should be more than enough to offset the degrading liberty desire penalty

Dang that’s unfortunate; but thank you for the answers guys! I do have a couple more related questions then.

When declaring any conquest CB, the best province to choose is usually the one with the highest dev, right? In my case that would be Lothian, but for some reason Meath hasn’t claimed that one province. I saw online that subjects will make claims on provinces you set as vital interest, but I’ve had the entire British Isles on vital interest for several decades now. Anyone knows what gives?

Second, I know there was some advantage to giving Meath the Irish cultured provinces (same culture as Meath) rather than giving them to, say, a French cultured vassal. My question is what exactly was that advantage? Does that also apply to Highlander cultured provinces (in the same culture group as Meath)? I’m guessing it wouldn’t to the Scottish provinces (in a different culture group.

The cost to fabricate claims scales upwards, so they aren't going to put a claim on everything. It also doesn't compel them to make claims. They may choose to do something else instead.

To put a spin on this, try looking at their mission tree (you can switch to it from your own mission tree window) to see if they complete any mission that gives them claims.
In this case IDK if Meath gets any missions with claims, it's just a general tip

The province you choose as a wargoal gets a 33% reduction in warscore cost (Little-known fact), which has more impact on a higher-warscore-cost province (warscore correlates with development, though the capital gets an extra 5% cost as well.)

Provinces not of nation's primary culture have a penalty to tax and manpower, and ones outside of the culture group have a higher penalty, as well as increased unrest and penalty to missionary strength. So Meath will get less out of a french province than a highlander one, and slightly less out of a highlander one than an irish one. Give them enough of one culture and they'll promote it to accepted though (Provided they have the slots available to do so) which removes the penalties.

To put a spin on this, try looking at their mission tree (you can switch to it from your own mission tree window) to see if they complete any mission that gives them claims.

The Irish minors get claims on Ireland, then on western Scotland and Wales, then on the rest of Britain.
